This is actually an ex-MP GP38-2, not a GP40. The tip off is the two radiator fans and short radiator grilles beneath them, short fuel tank, and the filter box ahead of the stacks. The four stacks were characteristic of a MP GP38-2 (presumably intended to help relieve exhaust manifold back-pressure?)
